Basically you want to debuff the enemies as much as possible with this marvelous Oliver build.The weapon , Owltome , is self explanatory. Some units that can be paired up with Oliver is Marth with his Falchion refined to give drive spectrum to all his stats + the owl tome stat increase.Hinoka also works too,her prf weapon , Hinoka's Spear has a spd and atk buff ,refine it and get a free guidance . Fury3 is just there to give flat stats , you can replace it with other A skills you prefer. Chill speed can remove the kill potential of dangerous enemies with high speed/easily deal with them with units you have that almost outsped them.(Example: Mia , Ayra , Olwen etc.),if it's too "expensive" you can go other skills like Renewal and Lancebreaker . With the weapon's res after refining and Oliver's magnificently high resistance you can have more res than other high res units that are more often used in arena. (Example: Deirdre,Winter Tharja, Halloween Henry, etc.). All in all , this build is mainly use for enemy phase as Oliver has low spd and doesnt hit as hard as other blue tomes. you'll get an almost guaranteed glacies/iceberg on the next turn if you let oliver tank some hits from the enemy ,becoming a literal nuke on the next turn.

The biggest reason to use this build is that it hard counters both +Atk Reinhardt (up to +9) and +Atk Brave Lyn (up to +5), even if they're both used on the same enemy team. Oliver can bait out either Reinhardt or Brave Lyn, one-shot them on the retaliation, then be put in Vanatge range to bait out the other and have them fall into the same fate. Iceberg or Glacies both allow for Oliver to really make use out of his monstrous resistance, but Iceberg is preferred as it allows for Oliver to take out any +10 Build of Brave Lyn if he battled Reinhardt previously. Oliver's C passive is flexible, but any ploy skill works perfectly on him as it plays off of his amazing resistance. Distant Def 3 is used as his Sacred Seal because it allows for him to survive battles with higher merged Brave Lyns and Reinhardts, but if that Sacred Seal is being used on another ally Def +3 or Res +3 can be used to the same effect.

The staggeringly beautiful Oliver has finally blessed us with his presence. Given Blessed Bouquet because one as beautiful as him must wield a bundle of flowers to truly accentuate his beauty. Harsh Command is given so he can make his flawed allies closer to being as perfect as him. Though no one ever would attack someone as amazing and beautiful as Oliver, those who do will be met with his wrath since Defiant Atk+Desp 2+Brash Assault combo allows him to ascend to a higher form of being when he gets below 50% HP, truly reflecting his magnificent damaged artwork and allowing him to reck havok on those that dare attempt to strike down Oliver. Atk Ploy is kept to help with Olivers survivability to allow him to ascend and achieve nirvana. Finally a atk refine is chosen since this build revolves more around his atk stat than anything else.

Oliver's Resistance stat is almost as unrivaled as his stunning beauty, so it's only natural to design a build around it. With a +Res Owl tome, Atk Res Bond 3, and three fawning admirers gathered around him, he reaches 48 Resistance before receiving any Fortifies or Spurs―practically enough to no-sell an Atk Ploy'd Reinhardt―and has 54 Attack to boot. Guard 3 protects him from those pesky Moonbow/Quickened Pulse Reinhardts, who are clearly envious of his impeccable grace and magnificence. Quick Riposte is obligatory for one so poised as Oliver. For the sake of incorporating Guard into this build, I've chosen to use its Sacred Seal manifestation. However, another option is to use Quick Riposte as a B-passive, and equip the Distant Defense 3 'Seal instead to further bolster his magic-tanking abilities.

This build is focused around tanking all ranged damage. With the +12 defense and resistance provided by the distant defense skill and seal, Oliver would have a 35 defense (38 with a refines Shine+) and a 46 resistance, causing most attacks to bounce off, despite the fact that he will most likely be hit twice constantly. Oliver’s defense is his weak point in this build, which is why Blaraven is the preferred weapon, as it gives Oliver a type advantage over colorless foes, and most ranged physical damage characters are colorless. Either Luna or Blazing Light work equally well for this build, Blazing Light is better if you want to have Oliver go on the offensive, whereas Lune is useful to offset his relatively low attack stat while countering. While this build will require a heavy investment in feathers, you can get almost everything you need for it from heroes gained from battles: the distant def 3 can be obtained from Garon, available through a grand hero battle, and the Quick Riposte 3 can be obtained from Subaki, who can be obtained from the special map cycle. The only part of this build that comes from a summoned hero is the Blaraven tome, which can be obtained from Robin: High Deliverer, who is fairly common. As such, this build is free to play friendly, provided you’re willing to part with a large amount of feathers.
