In the 1 HP Valter build, it's hinted at that Fortify Fliers should be considered as a Passive C slot skill. If you're implying that he's being fielded with a flier, wouldn't it be a decent idea to run Fury 3/Fortress Def 3/Steady Stance 3 instead and have another flier partner buff him with Fortify Fliers and/or Ward Fliers with similar but a more efficient effect than Defiant Def 3?
